When you’re doing a SWOT analysis, you want to distinguish between what are the things that are outside the organization that are not in our control, and then what are those things that are in our control and inside the organization.
So you first do opportunities and threats outside the organization, out of our control, which then informs the strengths and weaknesses of the organization and internal the things you have control over that allow you to respond to those opportunities and threats.
A lot of people make the mistake of just going or our strengths and weaknesses as a company in abstraction which is not useful, they must be designed in a context that is specific to the external environment.
